Something Stinky This Way Comes.

There appears to be something really unpleasant getting ready to bubble to the surface at Avenal. So far all I have is unconfirmed and second-hand info, so this may be just a rumor, and may turn out to be completely bogus. I don't think so, it has too much specificity to be a typical rumor, but I am not in a position to put it forward as gospel.

Never the less, if I got straight information, it goes more or less like this. Sometime within the last week or so an inmate named Fossinger (spelling might not be correct) is in the visiting room with his wife, the wife's daughter (maybe his too, I don't know) and the wife's granddaughter. Wife preforms a sex act on hubby in clear view of her daughter and granddaughter, who is a minor, as well as any other people, including other minors, who may be in the area. This scene is recorded, so it is known for a fact what happened. The friendly wife and company are "detained" and their car is searched. Felony contraband (presumably drugs) is found in the vehicle. The AOD directs that the friendly wife, daughter and granddaughter be allowed to leave without an incident report being generated regarding either the felony contraband or the public sex act. No outside agency was notified. Inmate was placed in Seg., possibly for his own protection.

Kings County Child Protective Services is aware of this situation, I know that for a fact. They are interested in what happened, who knew, who was notified, who wasn't notified, the names of the people involved, etc. They have received some indirect, second-hand info on the case.

Assuming this went down like I heard we have at least one and very possibly two felonies which were not reported through department channels, as required by law and procedure. We have what may reasonably be interpreted as child endangerment, child neglect or child abuse which was deliberately ignored and not reported to the proper agencies.

Somebody, or more than one somebody, could have their butt in a sling behind this one before it's all over. I hope it is the big fish, and not the little ones. Actually, I hope the whole damn story is wrong. It just doesn't have the "wrong" feel to it unfortunately.

ADDENDUM: I have been contacted by someone who says they know for a fact that an incident report was generated on the visiting room conduct and a referral was made. Also, the dope was found in the visitors transport van after this bunch of visitors had been in it. My source did not have, or at least did not give, any informtion on possible package or referral on the dope.

I also hope that this story is not true. But if it is I have a really bad feeling about this one. I keep hearing this little voice inside of me reminding me what the upper echelons of management tell us about the COS. If you fail to report a crime then you are guilty because it is your job as a peace officer to report crimes that are committed in your presence.

But what are we to do when management tells us otherwise. I am glad I have never been put in a situation like this because I don't know what I would do. Then again I remember those scenario interviews that were taken when askked what would we do if we saw a senior officer take something of value from the crime scene. I am sure we all said that we would let that officer know of our intention, let a supervisor know what happened and then file a report. But what do u do when its the supervisor (manager).

What a person to do?
